SPEAKER BIOGRAPHIES

Al Lewis is founder and President of the Disease Management Purchasing Consortium International, Inc.(DMP), www.Dismgmt.com. DMPC is by far the leading consultant/procurement broker in the field of disease management. He has been designated #1 in Managed Healthcare Executive's overall list of the Most Influential People in disease management. Google on "Invented disease management" and the entire first page of "hits" will be the faculty for this session, Al Lewis.

He was founder and first president of the DMAA: Care Continuum Alliance, and is the founder and president of the Disease Management Purchasing Consortium (DMPC). DMPC members utilize its resources for procurement and outcomes measurement. Its 100+ members, listed at www.dismgmt.com , include most of the country's largest health plans, many smaller ones, an increasing number of employers and unions, and the states of Washington, Texas, Georgia, Florida, Kentucky, Tennessee, Wyoming, Alaska, Michigan, New Hampshire and Montana.

His disease management outcomes database is the largest in the field, with more than two dozen payors participating. His measurement methodology is also the most widely used in the field, and is the subject of the "Outcomes Measurement for Dummies" webinar.

Al holds undergraduate and law degrees from Harvard University, phi beta kappa and holds a Visiting Scholar appointment at the Heller School for Social Policy, Brandeis University.


Judith Frampton, RN, MBA, is Vice President of Medical Management for Harvard Pilgrim Health Care, the #1 health plan in America according to a joint ranking by U.S. News & World Report and the National Committee for Quality Assurance (NCQA). Harvard Pilgrim is a not-for-profit health plan that provides comprehensive health insurance solutions to more than one million members in Massachusetts, Maine and New Hampshire. Harvard Pilgrim is accepted by doctors and hospitals across Massachusetts, Maine, New Hampshire and beyond.

Ms. Frampton is responsible for leading the strategy and design of medical management policy, disease management and preventive health programs, and the use of predictive modeling to better anticipate future health risks across Harvard Pilgrim's diverse population. In addition, Ms. Frampton has introduced cutting edge technologies enabling Harvard Pilgrim to engage in highly individualized communications about specific health care issues with members, including methods that foster the use of the workplace itself as a channel for reaching at-risk populations.

Ms. Frampton sits on the Advisory Board of Primary Source, a non-profit organization which promotes history and humanities education by connecting educators to people and cultures throughout the world, and, in partnership with teachers, scholars, and the broader community, provides learning opportunities and curriculum resources for K-12 educators. Ms. Frampton co-authored the scholarly work You Can't Manage What You Don't Measure: Control and Evaluation in Organizations (Gower Publishing, 1991), as well as essays published in leading health care journals. She is frequently invited to speak at professional organizations, clinical groups, and health care industry conferences, and was recognized in the September, 2008 issue of Managed Healthcare Executive as one of the industry's "Leaders in Disease Management," for her "commitment to the disease management discipline, program results, innovation, and thought leadership."

Ms. Frampton has had more than 25 years of experience in the health care industry in greater Boston, providing both direct patient care and management in hospitals, outpatient clinics, physician practices, and in managed care organizations. Ms. Frampton's service with Harvard Pilgrim, spanning more than a decade, has included appointments as Director of Clinical Programs and Director of Corporate Clinical Programs, preceded by positions including Assistant Administrator of Operations and Director of Local Marketing at Harvard Vanguard Medical Associates in Cambridge, MA, and Corporate Administrator of Harvard Vanguard's Office of Alternative Medicine.

Judith Frampton is a graduate of Northeastern University (Boston, MA), where she earned her MBA; the Massachusetts General Hospital School of Nursing (Boston, MA), where she earned her degree in nursing; and Emerson College (Boston, MA), where she earned her B.S.


Soeren Mattke, MPH, MD, DSc, recently joined the healthcare practice of Bain & Company where he works on various consulting projects. Previously, he worked at the RAND Corporation, an independent think tank, on measuring the impact and improving the performance of disease management programs. He was the lead author of a widely-quoted study that summarized the evidence for the impact of disease management programs. The study found that disease management can usually improve quality of care and disease control but that there is little evidence for a positive effect on direct medical cost. Before coming to RAND, he led a project to compare quality of care in industrialized countries at the health system level at the OECD, an intergovernmental research institution in Paris. Soeren holds an M.D. from the University of Munich, Germany, and a Doctor of Science in Health Policy and Management from Harvard.
